Ziele, Inhalte und Methode der Lehrveranstaltung

This year the 1951 Convention Relating to the Status of Refugees (Geneva Refugee Convention) turns 70 years. It is a product of its time and deeply rooted in the need to find protection for more than 60 million people displaced as a consequence of the second world war. Since then, the world has significantly changed: the world numbers of displaced people is growing since the last 10 years, with a peak of 79.5 million reached by the end of 2019 and the type of conflicts changed from interstate to inner state conflicts often frozen for many years leaving people displaced and dispersed across the globe. And while the governance of international migration is shaped by the conceptual distinction between “forced” and “voluntary” migration, in reality these categories are not always mutually exclusive as examples in this course will show. The ever-growing numbers of displacement, tragic accidents where hundreds of migrants and refugees died when attempting to cross the Mediterranean that gathered the international community in 2016 signing the New York Declaration followed by two Global Compacts signed in 2018, the Global Compact for Migration and the Global Compact on Refugees. Meanwhile, within the European Union an area of free movement established, which is compensated by rigorous protection of the external borders that repeatedly produced pictures of capsized boats and deaths in the Mediterranean, substandard conditions in refugee camps along the external borders, be it within the EU in Greece or outside in Bosnia.
In the seminar, which will take place in format of an introductory session (on 16.04.2021) followed by two 1½ day blocks (07/08.05.2021 and 11./12.06.2021), we will depart from conceptualising migration, displacement and asylum with its various facets to then jointly develop a better understanding of where we stand now, 70 years after the Refugee Convention was signed at global as well as EU level. The seminar will clarify and discuss
(1) definitions, concepts and theories that help us to conceptualize migration, displacement and asylum,
(2) contemporary examples of displacement and the international and regional policy frameworks that address the needs of displaced people
(3) the gaps of the international and EU migration and refugee regimes
(4) the timeliness of the 1951 Refugee Convention

Art der Leistungskontrolle und erlaubte Hilfsmittel

Individual or paired oral presentations of seminar papers, individually selected seminar paper, active participation and group work based on home-based readings.

Mindestanforderungen und Beurteilungsmaßstab

1. Oral presentation (with handout, slides): 30 points.
2. Individually selected empirical paper on the topic of the course: 50 points.
3. Active engagement in class discussions and group work: 20 points
Grading scheme:
1 (sehr gut) = 100-89 points
2 (gut) = 88-76 points
3 (befriedigend) = 75-63 Punkte
4 (genügend) = 62-50 points
5 (nicht genügend) = 49-0 points

Prüfungsstoff

The presentations, written papers and engagement in discussions and work in small groups can start to be developed on the base of a reading list on migration, displacement and asylum that is provided by the lecturers on 1st of April. Individual further desk research will be necessary.
