Aims, contents and method of the course
The COVID-19-crisis has raised many questions, also regarding the rule of law: Never since the 2nd World War have there been such drastic restrictions of fundamental rights! Did the constitutional state act correctly or was the rule of law thrown overboard because of the time pressure? Were the legal instruments for coping with the COVID-19 pandemic sufficient or is a new, holistic legal framework from a single source necessary? How is the COVID legislation to be assessed? Is the utilization of intensive care beds and the rate of hospitalization a sufficient basis for a lockdown or other measures restricting the freedom of movement? Etc Etc
