Aims, contents and method of the course

This course is designed to provide you with an overview of the area of bias motivated crime/hate crime from a legal and criminological perspective. Key topics are:

- Definition and concept of bias motivated crime
- Measures and legal frameworks at the European level (EU, ECHR, OSCE)
- Comparison of bias motivated crime national legislation (Austria, Germany, UK - research into other jurisdictions welcome)
- Recording and policing of bias motivated crime, statistics and victimisation surveys
- Overview of selected key topics of international criminological bias motivated crime research
- Femicide and Gender-based Violence against Women as bias motivated crime
- Online hate speech

It is expected that all students complete the reading in advance of the respective seminar. While a narrow topic, proper preparation is needed to ensure that the time during seminars is used productively. All students are also encouraged to discuss and participate actively. A detailed program including reading lists will be provided in the kickoff class.

The language of the course depends on the composition of the group. If we have non-German speakers the course will be held in English exclusively . This will be discussed in the kickoff class. A knowledge of German is not required.

Assessment and permitted materials

Assessment in this course is based on
- students' contributions and discussions in the seminars (a minimum of two contributions in two separate modules): 50%
- final written exam: 50%.

With your attendance of the kick-off class you confirm your registration for the course. In case you miss the kick-off class unexcused you will be deregistered from the course. Should you not have received a place but be put on the waiting list I would kindly ask you to write me an e-mail until 15 October 2020, 12:00pm to express your interest in (still) attending the course. Free places (because of deregistrations or no shows in the kick-off class) will be allocated on the basis of the e-mails I receive and the ranking on the waiting list. I have to kindly ask you to NOT attend the kick-off class if you are not (yet) registered for the course, so that distancing rules and room capacities can be met. Any additional administrative information regarding the course will be announced on Moodle. Should you have any questions beforehand do not hesitate to contact me via e-mail.

In case you confirm your registration for the course by attending the kick-off class or you are registered from the waiting list and do not deregister from the course within the deregistration period provided, you will be graded (negatively if criteria for a positive assessment are not met). For further information see § 10 subpara 6 of the study law.

If parts of your performance were obtained by fraud, i.e. cheating, plagiarism or forging signatures on attendance lists the course will be entered into your record as "not graded" and provided with a note saying "cheating/obtained by fraud". In the course assessment a plagiarism software (Turnitin on Moodle) may be used: details will be provided by the lecturer.

In case of a Corona lockdown lectures will be changed to online meetings on Collaborate. Should you have special requirements in connection with Corona or otherwise please do not hesitate to contact me via E-Mail.

Minimum requirements and assessment criteria

The minimum requirement for students to obtain a positive grade is their oral contribution in the discussions in at least two of the seminars and the positive completion of the final written exam. A good grade is not automatically and solely linked to the frequency of the contributions but primarily to their quality. The oral contributions will be recorded and graded on an ongoing basis. After each seminar the lecturer will provide feedback on the contributions recorded via Moodle. Grading schemes regarding oral contributions and written exam will be discussed in the kick-off class.

Furthermore, please be aware that attendance in the seminars is mandatory. More than one unexcused absence will result in a negative grade.
