session 1 - 3 (Oct 08-22, 2024): China's geopolitical narratives vs. western narratives

The contents of the Global Development Initiative (GDI), Global Security Initiative (GSI), Global Civilization Initiative (GCI) and the concept “Global Community of Mankind with a Shared Future” will be presented and discussed. The narratives of the GDI, GSI and GCI initiatives are examined more closely in the light of China's UN policy lines.

session 4 (Oct 29, 2024) :
China's propagated transformation policy (Green Transformation) in the context of Belt & Road Initiative (BRI) projects and programs.

session 5 - 6 (Nov 5-12, 2024): The bilateral strategic partnership between the Russian Federation and the People's Republic of China

Based on the analysis of official documents and realpolitik, will be examined to which extent a strategic geopolitical axis “Moscow - Beijing” can be assumed . Where do interests converge with a view to building a New World Order, and in which aspects does the Chinese leadership show limited solidarity with the Russian Federation ?

session 7 - 8 (Nov 19-26, 2024): China's geopolitical influence within the BRICS Plus Association and Shanghai Cooperation Organization (SCO)

Narrowing down the content and discussing the selected topics
In-class instructions on the use of AI-generated thematic content

session 10 - 11 (Dec 10-17, 2024): China's regional policy strategy towards ASEAN states
The regional association of ASEAN is playing an increasingly important geopolitical role, and Beijing is differentiating its foreign and economic policy towards ASEAN states accordingly. Based on bilateral case studies (e.g. China-Malaysia, China-Vietnam, China-Cambodia), China´s geopolitical goals in the ASEAN region will be examined.

session 12 - 13 ( 7-14 Jan 2025): European Union - China
The following questions will be addressed and discussed: In which aspects do China's geopolitical interests affect the European-Chinese relationship? Inhowfar has Beijing's image of Europe undergone changes since 2019? What diplomatic function can be attributed to the Strategic Partnership between the EU and China (since 2003)?

session 14 -15 (21-28 Jan 2025): ad written seminar paper: in-class discussion of problem situations

Seminar participants have the opportunity to present the drafts of their seminar papers in brief (10-15 min PowerPoint presentations) to get ad hoc feedback (15-20 min). The presentations are part of the learning process, and will therefore not be assessed.
Part of the last session (28 January) is dedicated to a final discussion round.


Information

Aims, contents and method of the course

Learning objectives:
- students are familiar with the foreign policy narratives and initiatives (GDI, GDI, GCI, BRI ) of the PRC
- students are not guided by the analyses of established think tanks but work independently with Chinese primary sources in English
- students are able to draw analytical conclusions with regard to China's geopolitical realpolitik
- students write seminar papers with critical reference to Chinese geopolitical positions and narratives

Course content
The thematic content of this seminar is designed to address Beijing's geopolitical ambitions on the basis of Chinese primary sources. Furthermore, it will be eaxmined to which extent the PRC's current geopolitical realpolitik is in line with official strategies and narratives.

Teaching methods:
Group work on text analysis (policy papers, concluding statements, editorials in China Daily and Global Times), in-class media analysis of videos and Chinese TV programs on geopolitical issues (CGTN).
Support and guidance for the seminar paper will be offered for the presentation of the chosen topic (Dec 3, 2024) as well as for the presentation of the work progress (Jan 21 and Jan 28, 2025). Both presentations (incl. powerpoint) are mandatory, the former will not be assessed. An interim report is expected for the second presentation and any problems with the topic should be addressed and will be discussed.

Assessment and permitted materials

Performance requirement:
- two oral presentations (powerpoint for documentation purposes), the first presentation (Dec 3, 2024) is focused on communication exchange and will not be assessed. An interim report on the working process is expected for the second presentation (Jan 21 or Jan 28, 2025), any problems with the topic or text structure should be addressed.

- submission of a written seminar paper in accordance with the guidelines of good scientific practice (this includes the Vienna University regulations on the use of AI-generated texts) is mandatory, The last possible submission date will be announced in the seminar.

Minimum requirements and assessment criteria

Minimum requirement:

- Compulsory attendance,two absences without excuse are tolerated.
- Two presentations are mandatory.
- Seminar paper: To ensure good academic practice, the SE supervisor may invite students after submission of the seminar paper
to a grade-relevant conversation, which must be completed positively.

Assessment standard:

- Presentation: maximum 35 points

- Seminar paper: maximum 65 points (the submission deadline must be met)

- Participation in discussions and text/media analysis is a prerequisite and will therefore not be assessed

60 points are required for a positive assessment of the course.

No examination will be held in this seminar.

Accompanying literature and materials will be made available on Moodle in a timely manner - and according to the individual needs of the SE participants.
ATTENTION: Most of the background material (primary sources) is in English. Sufficient knowledge of English is assumed.
