Aims, contents and method of the course

The lecture will start with an overview unit in which the different forms, institutions and actors of development policy will be dealt with and different definitions will be discussed. An important element of this introduction will be the comparison of the transfer of value from South to North (tax evasion, trade policy, climate change, international division of labor, consequences of colonial exploitation, etc.) with the comparatively low level of development cooperation. This discussion is taken up again at the end and linked to current debates on the future of DC.

In the second section, the history of DC, its changing paradigms and interests (e.g. containment, SAPs, good governance, HIPC,...) and its institutionalization, e.g. in the course of multilateral treaties (e.g. Lomé and Cotonou), will be discussed.
In the third section, the practice of development policy is to be made comprehensible and analyzed. To this end, (former) "development workers" and other actors in development policy will report on their work. These spotlights on the practice of development cooperation will also include "informal" development cooperation and alternatives to development cooperation.

Assessment and permitted materials

Written final exam (likely multiple-choice test on site) based on content of lectures and literature given (100% of grading).

Minimum requirements and assessment criteria

Knowledge and critical reflection of the embedding of development policy in political-economic and geopolitical contexts, as well as its development since the 1950s.
Overview of the thematic areas, structures, institutions and actors of development cooperation. Insight into current debates on the transformation of DC and alternatives to DC.

Examination topics

Lecture inputs and selected texts by the course instructor and guest speakers.
