Aims, contents and method of the course

Human security is a transdicplinary theoretical approach applied in International Relations, Economics and Development Studies that - for the very first time - puts the socioeconomic and security needs of individuals first. Popularised in the mid-1990s by the United Nations Development Program (UNDP), its regional and local implementations will be analysed. Comparing "freedom from fear" and "freedom from want", it will be assessed whether human security is both analytically and methodically applicable or already too broad and all-inclusive. It will be asked how important the human rights dimension is compared to the socioeconomic one. Concrete case studies from Africa, Latin America and Asia will demonstrate the difficulties to implement human security. Thereby the positions of governments and NGO will be highlighted. Thus the course will provide a comprehensive overview of the different definitions of human security and its concrete implementation in the different world regions.

Assessment and permitted materials

Presentations (c. 15 mins) - written assignment - discussion of two selected texts in class

Minimum requirements and assessment criteria

Aim of the seminar is the critical and methodical discussion of human security, notably the quest whether/how it can be implemented in the different world regions.

Examination topics

In addition to the introduction provided by the convenor, students should give presentations (c. 15 mins) about selected human security topics. In their final assignment, they should examine the topic of the presentation in more depth.
